Hyperscalers offer regions. They don't offer proof.
Selecting an EU region on AWS or Google Cloud controls where data is written by default. It does not give you a verifiable record that the data hasn't changed, moved, or been silently accessed — it gives you a contractual assurance.
A region setting is not data control.
